When we use of latent regression analysis and use of some variables such as sex or age in population model then vector of raw scores isn’t sufficient statistic for vector of theta estimates.
Is it true?

Depends upon the "estimator" you use. For WLE and MLE, the results are independent of the regression variable. For PVs and EAP, the regressors mean that cases with the same raw score, but different background characteristics can indeed obtain different estimates.
